Recognition of qualifications

Basic Information

Recognition is a procedure designed to establish the Polish equivalent of a foreign qualification. Qualifications obtained abroad are subject to recognition if they cannot be deemed equivalent to the relevant Polish qualification and professional title on the basis of an international agreement establishing equivalence. The recognition procedure is initiated at the request of the applicant.

The procedure for confirming completion of studies at a specific level applies to:

  • a foreign national who has been granted refugee status or subsidiary protection,
  • a foreign national holding a temporary residence permit granted in connection with the circumstances referred to
    in Article 159(1)(1)(c) or (d) of the Act of 12 December 2013 on Foreign Nationals
  • a Polish citizen who entered the territory of the Republic of Poland
    from the territory of Ukraine between 24 February 2022 and the date specified
    in the regulations issued pursuant to Article 2(4) of the Act of 12 March 2022
    on assistance to citizens of Ukraine in connection with the armed conflict on the territory of that
    country (Journal of Laws of 2023, item 103, of 2022, item 2600, and of 2023, item 185),
  • a Ukrainian citizen residing in the territory of the Republic of Poland, whose stay in the territory of the Republic of Poland is deemed lawful pursuant to Article 2(1) of the Act of 12 March 2022 on assistance to Ukrainian citizens in connection with the armed conflict in that country,
  • who has completed a course of study at a certain level but does not hold a degree.


The procedure is initiated at the request of the person concerned.

The rules governing the procedure are set out in sections 7–11 of the Annex to Order No. 48/2023 of the Rector of the University of Opole dated 27 June 2023.

KWALIFIKATOR is a database that enables the automatic verification of general information regarding selected types of higher education diplomas obtained abroad. It allows users to assess the level and status of qualifications in the country of issue and to find out how a given foreign diploma or academic degree is recognised in Poland. It also indicates the specific legal basis from which the diploma holder’s individual rights derive.

The result, known as a recognition statement, can be saved as a PDF document. The accuracy of the information is guaranteed by a NAWA electronic signature.

It is also possible to obtain similar information regarding the recognition of a foreign qualification in Poland – for example, for the purpose of taking up employment or continuing one’s studies – by submitting a written application to the National Agency for Academic Exchange in accordance with the instructions provided.

The recognising institution compares the study programme, the learning outcomes and professional qualifications, the work placements undertaken, and the duration of the course with the study programme, learning outcomes, professional qualifications, work placements, and duration of similar courses offered at that institution. If differences are found in the study programme, learning outcomes or duration of studies, the recognising institution may require the applicant to sit specific examinations or undertake work placements, specifying the conditions and deadlines for these.

If, following the recognition procedure, a degree obtained abroad is deemed equivalent to the relevant Polish degree and professional title, the applicant is issued with the appropriate certificate. The certificate states that the diploma obtained abroad is equivalent to a specific Polish diploma (e.g. a first-cycle or second-cycle degree), conferring a specific Polish professional title (e.g. Bachelor’s, Engineer, Master’s).

The fees for the recognition procedure are set by the Dean of the Faculty where the procedure is being conducted.

The amount of the fees may not exceed 50% of the maximum basic salary of a full professor.

The fee must be paid into the University of Opole’s bank account within 14
days of receiving the notice of the obligation to pay for the initiation of
proceedings

Fees are payable regardless of the outcome of the recognition procedure and are intended to cover the costs of conducting it.

The applicant may apply to the Rector for a payment plan for the proceedings. In certain circumstances, they may also apply for a full or partial exemption from the fee.

Step-by-step recognition of qualifications

Submit a written application to the Office of Teaching and Quality Assurance (48 Oleska Street, room 310), together with a full set of the required documents:

1) a copy of your degree certificate bearing an apostille or legalisation (original for inspection);

2) a copy of documents enabling an assessment of the course of study, the learning outcomes achieved and the duration of the programme, e.g. a diploma supplement with an apostille, a list of modules and grades, a student record book or another document (original to be presented for inspection);

3) a copy of the certificate, diploma or other document on the basis of which the person referred to in paragraph 1 was admitted to the course;

4) a statement by the person referred to in paragraph 1 regarding their place and date of birth (załącznik nr 2);

5) GDPR statement (załącznik nr 3);

6) a document confirming a change of surname (if applicable).

A BDiJK member of staff will check your application and the required documents for compliance with formal requirements. If any formal deficiencies are found in the application or the documentation is incomplete, the applicant will be asked to rectify the deficiencies within a minimum of 14 days.

Once any formal deficiencies have been identified, a BDiJK official will ask the applicant to submit a certified translation into Polish of the documents listed in step 1, point 1-3.

*BDiJK forwards the application, together with all the required documents, to the dean of the relevant faculty.

The application, together with the supporting documentation, is assessed by a committee appointed by the dean of the relevant faculty.

If discrepancies are found in the study programme, the learning outcomes achieved, the completion of work placements or the duration of the course, the committee may require the applicant to sit specific examinations or undertake work placements, specifying the conditions and deadlines for sitting the examinations or undertaking the work placements.

You will receive a notice requiring you to pay the fee for initiating proceedings. The fee must be paid within 14 days of receiving the notice.

Within 30 days, the committee issues a positive or negative opinion on whether a degree obtained abroad is recognised as equivalent to the relevant Polish degree and professional title.

Within 90 days of the submission of an application that meets the formal requirements, the Rector, on the basis of the Committee’s opinion, shall recognise or refuse to recognise a foreign degree as equivalent to the corresponding Polish degree and professional title.
